I. Overview

(1) Vision and Mission

Vision:

To build a high-level applied university with distinctive characteristics, dedicated to cultivating high-quality applied talents with an innovative spirit and practical abilities. HIP aims to provide strong intellectual and human resource support for the revitalization of Heilongjiang Province and the development of China’s energy sector.

Mission:

Rooted in local needs and industry demands, HIP is committed to contributing to regional economic development and the advancement of the energy industry through talent cultivation, scientific research, and social services.

(2) School Emblem and Motto

Emblem:

The school emblem includes the Chinese name “哈尔滨石油学院”, the English name “Harbin Institute of Petroleum”, and the abbreviation “HIP”. The emblem centers around HIP’s iconic main teaching building and the lilac flower, the official flower of Harbin. The building symbolizes HIP’s identity, while the lilac above it highlights HIP’s strong ties to the city of Harbin. The four lilac petals also echo the university’s motto: “Extensive Learning and Pragmatic Attitude, Aspiration and Innovation.”

(3) History and Development

· 2003: The university was established in Daqing City under the name Huari College of Daqing Petroleum Institute.

· 2006: The entire campus was relocated from Daqing City to the Harbin New Area, a national-level development zone.

· 2010: Following the renaming of Daqing Petroleum Institute to Northeast Petroleum University, the university was renamed Huari College of Northeast Petroleum University.

· 2012: With the approval of the Ministry of Education, the institution was restructured and officially renamed Harbin Institute of Petroleum (HIP).

· 2020: HIP successfully passed the Undergraduate Teaching Qualification Assessment conducted by the Ministry of Education.

· 2024: HIP was approved by the Heilongjiang Provincial Government as a master’s degree conferral project construction institution, with plans to apply for official authorization to confer master’s degrees by 2029.

HIP is positioned as a local, application-oriented, and open university.

2. Service Orientation:

HIP is committed to serving regional needs in Heilongjiang Province while supporting the development of key national industries. It focuses on sectors such as petroleum and petrochemicals, intelligent manufacturing, information technology, the digital economy, and creative design.

3. Academic Programs and Disciplines:

HIP offers 37 undergraduate programs, with engineering disciplines accounting for 70% of the total. Mechanical and Electronic Engineering has been designated as a provincial key discipline. The Petroleum Engineering and Internet of Things Engineering programs have been selected as provincial-level first-class undergraduate programs.

Key Development Areas: The university emphasizes disciplines related to mechanical engineering, electronic information, and energy and power (resources and environment). Its academic focus lies in intelligent technology for industrial equipment, electronic information systems, and research on new energy and power systems.

Disciplinary Characteristics: HIP follows an application-oriented approach, highlighting the integration of industry and education, as well as the fusion of professional training and innovation education. The university has built a structured system consisting of 8 modern industry colleges, 6 major discipline clusters, and 8 research institutes, including the Institute of Intelligent Manufacturing Technology and the Institute of Low-Carbon Technology and Energy Development.

Dear colleagues and friends in global higher education,

I am Wang Yining, President of the Harbin Institute of Petroleum. Rooted in China and oriented toward the world, HIP is dedicated to cultivating talents with a global vision. As an institution approved for the construction of master’s degree programs, we are building an application-oriented university that features engineering as its core and promotes interdisciplinary integration. For consecutive years, HIP has ranked No.1 among private universities in the fields of geology, mining, and petroleum according to the CUAA (Chinese Universities Alumni Association), and in 2024, we were honored as a “Model Private University in China.”

We have built a faculty team characterized by “professor-led instruction, industry authority participation, and dual-qualified mentorship.” Many of our instructors hold certifications from leading tech enterprises such as Huawei and Qi An Xin. Our programs in Oil and Gas Storage and Transportation Engineering and Energy Chemical Engineering rank among the best nationwide. Partnering with renowned companies including Huawei, Qi An Xin, and Kylin Software, we have jointly established eight modern industry colleges, eight research institutes, and 36 enterprise-sponsored training classes. The employment rate for students in key programs has exceeded 95% for ten consecutive years.

Committed to the principle of openness, HIP actively expands its network of international partnerships. We have signed framework agreements with nearly 50 universities across the globe, focusing on faculty and student exchanges, joint training programs, academic advancement opportunities, and study tours. We have implemented a “discipline + (plus) foreign language” talent development model, offering specialized language courses for students in engineering, art, and management to help pave the way for overseas study after graduation.

III. Strategy and Planning

(1) Strategic Philosophy

HIP emphasizes a strong sense of vigilance, a culture of competition, and a commitment to quality. By adhering to the principles of “reinforcing routine management and foundational work, promoting enhancement and distinctive features, and building systems to support long-term development,” the university strives for excellence, differentiated competition, and distinctive growth.

(2) Key Development Plans

1.Undergraduate Education Teaching Quality Assessment

Overall Goal: To establish a scientific education evaluation orientation that ensures the central role of talent cultivation and the core status of undergraduate education and teaching. The university will carry out systematic self-assessment and construction of education and teaching quality review, using evaluations to promote development, reform, management,

and enhancement. This aims to build a quality culture characterized by self-awareness, self-reflection, self-discipline, self-inspection, and self-correction, and to establish a sound quality assurance system for education and teaching. The focus is on connotative, distinctive, and innovative development. HIP plans to undergo the Ministry of Education’s undergraduate education teaching quality assessment in 2026.

2.Master’s Degree Conferral Project Construction

Overall Goal: To focus on developing disciplines in Mechanical Engineering, Electronic Information, and Energy and Power (Resources and Environment), with clear phased objectives for faculty development, research projects, and talent cultivation from 2025 to 2028.

Within the next two years, the university aims to recruit over 50 new faculty members holding doctoral degrees, with at least 90% of faculty holding a master’s degree or above. The proportion of “dual-qualified” (both academically and practically skilled) faculty is targeted to reach 30%.

Within four years, each master’s degree program will have 2 to 3 high-level academic leaders. The proportion of faculty with doctoral degrees across the university will be no less than 25%, and no less than 50% within master’s degree programs.

HIP plans to fully meet the national “Basic Conditions for Application of New Doctoral and Master’s Degree Authorization” by the end of 2028, and to submit its application for master’s degree conferral authorization review in 2029.

IV. Achievements and Development

In recent years, Harbin Institute of Petroleum (HIP) has continuously improved its educational quality and achieved remarkable results. The university currently has three provincial teaching masters, one provincial model teacher, and two provincial outstanding teachers in Heilongjiang Province. Additionally, 20 full-time faculty members have been appointed as part-time supervisors for master’s students at other institutions.

HIP’s faculty team has been honored with one first-class and four second-class awards in Heilongjiang Province’s Higher Education Teaching Achievement Awards. HIP also won one first prize and three third prizes in the Heilongjiang Provincial University Teaching Innovation Competition, as well as the first prize in the national final of the Star Teacher Contest organized by Foreign Language Teaching and Research Press.

HIP’s Physics Experiment Center has been approved as a provincial-level undergraduate experimental teaching demonstration center. The Information Technology Virtual Simulation Experiment Center and the Intelligent Construction Experimental Teaching Center have also received provincial-level demonstration center status.

Our university has established cooperation with well-known enterprises such as

HUAWEI and Qi Anxin.

HIP places great emphasis on industry-university cooperation and integration of production and education. The university has established eight modern industry colleges and 167 off-campus practical teaching bases. It has also founded three enterprises, including Harbin Lingyao Robotics Technology Co., Ltd., to promote student entrepreneurship and the practical application of research outcomes.

HIP has received multiple honors, including the Heilongjiang Province “Advanced Collective in Teacher Ethics,” “Civilized Campus in the Higher Education System,” “Green School in Ordinary Higher Education,” “Demonstration Center for Mental Health Education in Higher Education,” and “Demonstration Unit for Graduate Employment and Entrepreneurship.” For consecutive years, HIP has ranked first nationwide among private universities in the fields of geology, mining, and petroleum according to the Chinese University Alumni Association. It has also been recognized with titles such as “China’s Model Private University” by China National Radio, “Excellent Private Higher Education Institution in China,” and “Most Influential Private University Nationwide.”

In July 2025, HIP’s specially crafted “Ice Engraving Admission Letter” attracted the attention of Mao Ning, Director of the News Department and the 33rd Spokesperson of the Ministry of Foreign Affairs of the People’s Republic of China. The Ministry of Foreign Affairs also featured this special admission letter on its official global social media accounts.
