I. Overview

(1) History and Development

Huaibei Institute of Technology (HBIT) is a full-time private undergraduate institution approved by the Ministry of Education in 2021. Originally established as the School of Information of Huaibei Normal University in 2003, HBIT is located in Huaibei City, Anhui Province, a National Civilized City, National Garden City, and National Energy Base. Situated at No. 8 Qingnian Road, Duji District, the campus is adjacent to Huaibei North Coach Station and Huaibei North High-speed Railway Station, with convenient bus routes connecting to the city center and commercial districts. Recognized as a “Civilized Unit of Huaibei City” and a “Water-Saving University of Anhui Province,” HBIT has received “Excellence” ratings in Anhui’s annual private higher education evaluations for three consecutive years.

Covering 66.9 hectares, HBIT’s scenic campus features over 400,000 square meters of facilities, including teaching buildings, laboratories, a library, an art complex, a gymnasium, cafeterias, and student dormitories. Equipped with air-conditioned classrooms, labs, and dining halls, the university houses over 10,000 students in 4-person dormitories with private bathrooms and showers, ensuring comprehensive support for students’ academic and personal growth.

(2) The School Emblem

The main pattern of the school emblem is “HB”, which contains multiple meanings: (1) It symbolizes “Huaibei Institute of Technology”. “HB” is the first letter of the pinyin of “Huaibei”, representing Huaibei City. The “B” resembles a book, implying “science”, while the “H” symbolizes the frame structure in industrial production, implying “engineering”. Therefore, “HB” can be interpreted as “Huaibei Institute of Technology”. (2) It signifies the integration of theory and practice. The “B” stands for book knowledge, emphasizing the important role of theoretical learning; the “H” represents engineering practice, highlighting the significance of internships and practical training. Thus, “HB” embodies the combination of theory and practice, reflecting the school's focus on cultivating high-quality talents with both theoretical knowledge and practical abilities. (3) It reflects the school’s orientation. The “HB” includes the regional identifier “Huaibei”, embodying the school’s emphasis on its local positioning. Meanwhile, “HB” also reflects “science and engineering” as well as the integration of theory and practice, symbolizing the school’s adherence to the orientation of being “local, open and application-oriented”, and its commitment to cultivating high-quality application-oriented talents rooted in the local area. (4) It implies that students’ diligent study and strengthened practice are the ladder to success and growth. As Maxim Gorky once said, “Books are the ladder of human progress.” The “B” symbolizes knowledge from books, implying that students’ diligent study is an important cornerstone for their growth and success; the “H” represents the structure or support of practice, signifying that strengthening practice is an important path for students to achieve growth and success.

(3) School Motto

Inquiry into Principles, Practice of Truth, Excellence in Craft, Commitment to Action

“Qiongli” derives from The Commentary on the I Ching: Inquire into principles, exhaust nature, and reach destiny. It emphasizes the pursuit of true knowledge and the consolidation of academic foundations. “Jianshi” echoes Zhu Xi’s philosophy: Reflect inwardly to practice truth. It advocates the unity of theory and practice. “Jingong” inherits the craftsmanship spirit from The Record of Crafts, pursuing excellence and mastery of skills. “Duxing” originates from The Doctrine of the Mean: Learn extensively, inquire carefully, think prudently, distinguish clearly, and act steadfastly. It stresses resolute practice and courageous responsibility.

The motto subtly embeds the characters “Li”(science) and “Gong”(engineering), echoing the school’s name. It not only strengthens the foundation of knowledge and forges core abilities but also shapes the spirit and nurtures the will to strive. Highly aligned with the goal of cultivating high-quality application-oriented talents, it inspires teachers and students to delve into scholarship, enhance their qualities, actively fulfill social responsibilities, and achieve harmony between personal and social values.

II. School Positioning and Overview of Disciplines

Committed to a “local, open and application-oriented” philosophy, HBIT is rooted in Huaibei, oriented towards Anhui, and radiates to the Yangtze River Delta. It focuses on cultivating high-quality professionals aligned with Anhui’s ten emerging industries and Huaibei’s “Five Clusters and Ten Industrial Chains” strategy. With a multidisciplinary framework emphasizing engineering alongside liberal arts, sciences, economics, management, and education, HBIT has established such teaching units as School of Marxism, School of Economics and Management, School of Education, School of Electronics and Information Engineering, School of Mechanical, Electric and Architectural Engineering, School of Energy, Materials and Chemical Engineering, School of Continuing Education, and the General Education Center. It offers 32 undergraduate programs in total, among which Communication Engineering is Provincial First-Class & Double Characteristic Specialty; Electronic Information Engineering, E-commerce, and Applied Chemistry are Provincial Featured Specialties; Artificial Intelligence, Digital Marketing are Specialties Aligned with Emerging Industries; Human Resource Management, Economics are Provincial Innovation Pilot Programs; and Logistics Management is Provincial First-Class Brand Specialty.

III. Governance and Leadership

(1) University Leadership

The university adheres to governance by law and has established an efficient governance system. The Board of Directors serves as the highest decision-making body, composed of 7 members including representatives of the founders, the President, the Party Secretary, and faculty representatives. Operating in strict accordance with the Articles of Association of the Board, it exercises decision-making power in compliance with the law. Zha Donghui serves as the Chairman of the Board. President Yang Bing oversees education, teaching, and administrative affairs. With extensive expertise in education management, he leads the university's high-quality development through advanced concepts and a pragmatic approach, independently exercising his authority in accordance with the law. The University Party Committee acts as the leading core of the Communist Party within the institution. Guided by the Party’s political construction, it prioritizes ideological and political work and moral education as its primary political responsibility, comprehensively strengthening Party-building efforts. Secretary Zhu Deshun presides over the overall work of the Party Committee. The university’s management team demonstrates strong unity, with each functional department fulfilling its responsibilities. This synergy fosters a highly cohesive and efficient management network, ensuring seamless coordination across all operations.

IV. Strategy and Planning

(1) Faculty development strategy

The university currently has 517 full-time teachers, among whom 118 hold professional titles of associate senior or above. The university actively promotes the construction of scientific research platforms. At present, it has established two municipal key laboratories, namely “Artificial Intelligence and Applications” and “Intelligent Manufacturing Equipment and Technology”, as well as the “Huaibei Coal Mine High-end Equipment Manufacturing Industry Research Institute”. Teachers are actively engaged in scientific research. Each year, a number of teaching and research projects of the university are approved as key scientific research projects of Anhui provincial universities and provincial quality engineering projects. In 2024, the university won one second prize of provincial and ministerial-level science and technology award and one second prize of provincial teaching achievement award respectively.

(2) Lab Construction for Applied Talent Cultivation

To enhance the quality of cultivating application-oriented talents, the university has made great efforts to strengthen the construction of laboratories. Up to now, it has built over 100 on-campus experimental and training rooms that are equipped with advanced facilities, fully furnished, and aligned with engineering practices. These include the VR+ Logistics Integration Comprehensive Laboratory, E-Commerce Laboratory, Robotics Laboratory, Electronics and Electrical Laboratory, College Physics Laboratory, Electronic Information Engineering Laboratory, Communication Engineering Laboratory, etc. The Art Center is equipped with piano rooms, dance studios, painting studios, and so on. Among them, the Metalworking Training Center is a provincial demonstration experimental training center.

(3) School-Enterprise Cooperation

The university has strengthened school-enterprise cooperation and vigorously promoted the integration of industry and education. It has signed a school-enterprise cooperation agreement with Huawei Technologies Co., Ltd., and successfully co-established the ICT Innovation Talent Training Base, co-developed majors such as Communication Engineering, Electronic Information Engineering, Computer Science and Technology, and Artificial Intelligence, jointly organized the Huawei HarmonyOS Excellent Engineer Class and Huawei 5G+ Excellent Engineer Class, as well as co-built the Huawei HarmonyOS Application Development Laboratory, HarmonyOS Intelligent Connection Innovation Laboratory, and 5G+ Industry Application Laboratory. The university is currently a vice-chair unit of the National Digital Information Technology Innovation Industry-Education Integration Community.

V. Achievements and Development

The university has actively promoted the reform and innovation of the educational model featuring “simultaneous advancement of the five educations” (moral, intellectual, physical, aesthetic, and labor education) and fully exerted the function of cultural education. Over the past two years, students have won more than 580 awards in various national and provincial academic and skill competitions. Nearly 200 student projects have been approved for the Provincial College Students’ Innovation and Entrepreneurship Training Program, and many of them have obtained patent authorizations.

In recent years, the university’s admission scores have ranked among the top of similar institutions in Anhui Province. The employment rate of graduates has remained above 95%. For the first batch of regular undergraduate graduates in 2025, the postgraduate entrance examination admission rate reached 8.2%; many students were admitted to “985”, “211”, and “Double First-Class” universities such as Jilin University, Donghua University, Xinjiang University, and Shanghai Ocean University. The Logistics Management major of the School of Economics and Management ranked first in the university, with an admission rate of 23.8%. The admission rates of the English major and the Mathematics and Applied Mathematics major of the School of Education reached 11% and 10.4%, respectively; the admission rate of the Communication Engineering major of the School of Electronics and Information Engineering stood at 10.1%. A dormitory in the School of Education, where four students adhere to the dormitory culture of “sharing resources, supervising, and helping each other”, encouraged and strove alongside each other. All of them succeeded in the postgraduate entrance examination, writing an inspiring story of a “straight-A student dormitory”.

Looking ahead, the university will firmly adhere to its school-running orientation of “local, open and application-oriented”.
