In order to thoroughly implement the spirit of the 2026 Guangdong Provincial High-Quality Development Conference and strive to serve the provincial strategic objective of "coordinated development of manufacturing and service industries" at the outset of the "15th Five-Year Plan" period, China KEPEI Education Group and the Zhuhai Doumen District People's Government recently held a special meeting at the district government compound. The two parties conducted in-depth discussions centered on the construction of the Guangdong Institute of Technology Zhuhai (Doumen) Digital Intelligence Institute project and the establishment of a demonstration base for industry-education integration innovation.
Attendees included Wang Zicheng, Deputy Secretary of the Doumen District Committee and District Mayor; Yang Fubang, Member of the District Committee Standing Committee, Deputy District Mayor, and Executive Deputy Director of the Fushan Industrial Park Management Committee; responsible individuals from the district's Human Resources and Social Security Bureau, Education Bureau, Science, Technology and Industry Information Bureau, Investment Promotion Center, and other relevant departments; Ye Nianqiao, Chairman of the Board of KEPEI Group; Li Yan, President; Hu Haijian, Party Committee Secretary of Guangdong Institute of Technology; and Li Xiangping, Director of the Career Guidance Center, among others.

01 Building Consensus, Radiating Development Impact Across the Bay Area
During the meeting, the three parties — KEPEI Group, Fushan Industrial Park, and the Doumen District Government — thoroughly exchanged views on key aspects including project element guarantees, construction timelines, and industry-education coordination.
KEPEI Group:
The Guangdong Institute of Technology Zhuhai (Doumen) Digital Intelligence Institute is positioned as an innovation platform integrating technological research and development, skills training, and student internships. The planned total investment is approximately 500 million yuan, with a capacity for 5,000 students. It will primarily serve Doumen District's "3+1" leading industries: new-generation electronic information, new energy and new materials, and high-end equipment manufacturing.
The Group will leverage its educational resources and advantages in industry-education integration to promote the high-standard construction of the Institute, striving to establish it as a highland for industrial talent cultivation and a source of technological innovation rooted in Doumen, serving Zhuhai, and radiating across the Greater Bay Area.
Fushan Industrial Park:
Since October 2025, the Park has completed multiple rounds of site inspections with KEPEI Group, signed a strategic cooperation framework agreement, and reached broad consensus on core issues such as project positioning, land requirements, and construction content. The Park will establish a dedicated project service team and implement an approval model allowing "construction upon land acquisition" to ensure the project achieves early landing, early construction, and early results.
Doumen District Government:
Doumen District is vigorously building itself into a new hub for intelligent manufacturing in the Guangdong-Hong Kong-Macao Greater Bay Area. In 2025, the district's gross domestic product reached 56.079 billion yuan, ranking first among Zhuhai's administrative districts. Industrial added value completed 24.517 billion yuan, a growth of 13.5%. The solid industrial foundation and superior business environment provide broad space for the development of industry-education integration.
The Guangdong Institute of Technology Zhuhai (Doumen) Digital Intelligence Institute project fully aligns with Guangdong Province's policy direction of "supporting universities and industrial parks to jointly build industry colleges." The Doumen District Government will facilitate high enterprise efficiency through the high efficiency of the Party and government, fully ensuring element guarantees such as land use approval and supporting infrastructure construction. It will collaborate with KEPEI Group to create a provincial benchmark project for industry-education integration, assisting Doumen in its march towards becoming a district-county with an economy exceeding 100 billion yuan during the "15th Five-Year Plan" period.
02 People-Oriented Education: KEPEI Group Deepens Industry-Education Integration
This meeting resulted in broad consensus, with the three parties establishing a regular communication mechanism to accelerate the project's early completion and operation. Upon completion, the project will provide strong support for cultivating high-skilled talent and empowering industrial transformation and upgrading in Doumen District.
